Future skills needs in micro and craft(-type) enterprises up to 2020

Study for the European Commission, Wien, 2011Micro and craft(-type) enterprises make up not only the vast majority of SMEs in Europe, they are also the main source of job creation. Although they face similar problems to those encountered by all other SMEs, their size creates a number of specific challenges, in particular related to the (future) availability of skilled staff. Against this background, the European Commission commissioned a study in eight countries (including Austria) focusing on the identification and analysis of future skill needs in micro and craft(-type) companies.
From an overall perspective, the following skill needs will increase in future: customer and market orientation, working in cooperative and collaborative international work structures, and management skills. Yet, companies often identify future skill needs sector-specific, with trends closely linked to the sector’s key change drivers.
Companies, business organizations, and training institutes all agree on the need to increase skill levels in the future, though different perspectives are emphasised: Companies highly rate skills related to core work processes and management aspects. Business organizations highlight work organization skills, whereas training institutions put a greater emphasis on personal skills. -

Studie für die Europäische Kommission, Wien, 2011Kleinst- und Handwerksbetriebe stellen nicht nur die überwiegende Mehrheit der KMUs in der Europäischen Union, sie sind auch die bedeutendste Quelle des Beschäftigungswachstums. Ihre Größe ist dabei Ursache für eine Reihe von spezifischen Herausforderungen, insbesondere im Zusammenhang mit der Verfügbarkeit von (zukünftigen) Fachkräften. Vor diesem Hintergrund wurde im Auftrag der Europäischen Kommission eine Studie zur Identifizierung und Analyse zukünftigen Qualifikationsbedarfs in Kleinst- und Handwerksunternehmen durchgeführt, an der sich acht Länder (darunter Österreich) beteiligt haben.
Aus einer generellen Perspektive werden folgende Qualifikationsanforderungen zukünftig an Bedeutung gewinnen: Kunden- und Marktorientierung, Arbeiten in kooperativen, internationalen Arbeitsstrukturen sowie Aspekte des Managements. Unternehmen identifizieren den zukünftigen Qualifizierungsbedarf aber oftmals auch sektorspezifisch, wobei dieser eng an die jeweiligen Schlüsselfaktoren der sektoralen Veränderungsdynamiken gekoppelt ist.
Unternehmen, Unternehmensverbände und Weiterbildungsanbieter stimmen darin überein, dass es zukünftig einen Bedarf an gestiegenen Qualifikationen geben wird – es werden aber unterschiedliche spezifische Bedarfe betont: Unternehmen betonen besonders jene Qualifikationen, die mit den Kernarbeitsprozessen und einer Managementperspektive einhergehen. Verbände/Handwerksorganisationen heben besonders Qualifizierungsbedarfe mit Bezug zur Gestaltung der Arbeitsorganisation hervor. Bildungsanbieter ordnen den Qualifizierungsbedarfen der individuellen Dimension die größte Bedeutung zu.
